China Non-Ferrous Metals Industry Report   In 2006, China made certain progress in upgrading non-ferrous metals industry, and the growth rate of fixed assets investment in non-ferrous metals declined somewhat. The investment in non-ferrous metals industry added up to RMB 1180.8 billion, up 24.1% and the growth rate decreased by 11% over 2005; besides, the investment in non-ferrous metals industry accounted for 12.7% of China's total investment in fixed assets in urban and rural areas. Smelting industry still attracted the largest proportion, yet the newly-started projects in smelting industry was restrained to some extent, and the investment began to transfer towards mines with unsubstantial capital. Non-ferrous metal output rises 24% in first half Non-ferrous metal output in China, the world's top metal producer since 2002, grew by almost one-fourth in the first half of this year as a result of strong demand and prices.  January to June combined production of 10 main metals, such as aluminum, copper, lead and zinc, hit 10.97 million tons, up 24.1 percent from a year ago, according to data from the National Development and Reform Commission (NDRC), China's top economic planner. Meanwhile, 5.65 million tons of aluminum were produced, an increase of 34.9 percent. Copper production climbed by 12.9 percent to 1.56 million tons. China Non-ferrous Metal Association, an industry body, predicted in March that the country's 2007 metal production would rise by 15 percent to 22 million tons, including 11 million tons of aluminum and 3.45 million tons of copper.  Increased mining resource tax to have little impact on industry   Despite the Chinese government's move to significantly raise the resource tax on lead and zinc mines, copper mines and tungsten mines as of Aug. 1 of this year, industry insiders believe the new policy will have a minimal effect on the mining industry as a whole.  According to the policy, five new tax brackets will be introduced for lead and zinc mines, ranging from RMB 10 ($1.32) per ton of lead and zinc ore to RMB 20 ($2.64) per ton of lead and zinc ore, up 400 percent on average from the current resource tax rate.
